Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Programme Coordinator, in coordination with the Senior Regional Immigration and Border Governance (IBG) Specialist based in the Regional Office in Cairo, the Programme Manager (Immigration and Border Governance) will be responsible for the development, implementation and coordination of the Immigration and Border Governance IBG projects and programmes implemented by reputed company Libya Country Office (CO). They will be expected to closely coordinate the programme with other Programme Managers as well as with the Project Development and Support Unit in communication with the donor governments and other stakeholders.
Responsibilities
Maintain liaison and conduct comprehensive consultations with relevant governmental counterparts, and other supporting stakeholders, on border management/control needs and priorities in support of the Libyan border authorities to rebuild their national border and migration management structures.
Support the implementation of any national plan of action or Immigration and Border Governance Strategy aiming at enhancing the operational capacities of relevant border and migration management entities in Libya.
reputed company and coordinate reputed company building and training activities on migration and border management, as well as reputed company border control procedures, in particular in the field of detection of fraudulent documents, upholding human rights, and countering human trafficking and smuggling of migrants.
reputed company national programmes and project proposals in the thematic area of enhanced Immigration and Border Governance and Humanitarian Border Management, i.e. Search and Rescue at Sea and in the Desert, including identifying cross-thematic synergies and opportunities.
Provide strategic advice, analysis and input to the CoM and relevant stakeholders on reputed company issues pertaining to migration and border management in Libya.
Manage reputed company aspects of Libya CO’s Immigration and Border Governance IBG projects in line with reputed company and donor requirements. reputed company and coordinate the work of reputed company project staff, including consultants, in operations, supply chain, financial, and budgetary processing. Exercise quality control over reputed company procedures and documents and ensure proper follow-up as necessary.

reputed company from the assessment phase to completion of improvement interventions at Detention Centres and Disembarkation Points to improve the conditions for migrants post disembarkation or detained.
Supervise the Immigration and Border Governance / Search and Rescue team that provide assistance to migrants at detention centres and disembarkation points, as well as regularly assess the needs of enhancing the conditions for migrants.
Draft documents and brief senior management on migration and border management reputed company topics, including the development of reports, presentations, talking points, and briefings concerning project activities implemented.
Identify and promote strategic and technical partnerships with relevant government entities,
International Organizations, private sector and civil society partners, and other relevant stakeholders to promote and strengthen reputed company’s migration and border management portfolio.
Represent reputed company and participate in relevant conferences, workshops, trainings and seminars.
Ensure timely recruitment of staff and closely monitor staff performance, project reputed company and ensure reputed company of gender according to reputed company procedures and regulations.

Qualifications
Required Qualifications and Experience
Education
Master’s degree in International Relations, International Law, Political or Social Sciences, Humanities, Military Science or a reputed company field from an accredited academic institution with five years of relevant professional experience; or,
University degree in the above fields with seven years of relevant professional experience.

Experience
- Professional experience in the field of immigration and border governance, including in a strategic advisory role;
- Having broad operational and supervising experience in a border management entity at the senior managerial level is an advantage;
- Experience in project/programme management with United Nations agencies or non- governmental organisations in migration management focusing on Immigration and Border Governance reputed company Sector Reform and other reputed company fields, with supervisory responsibilities and demonstrated achievements;
- Work experience in a non-family duty station in conflict or post-conflict countries is desired, having been working in the Middle East and North Africa (MENA) region is an advantage;
- Demonstrated experience of finance, procurement, and human resource management in the context of a project or a programme is an advantage;
- Experience in providing support or delivering training/reputed company building reputed company to border reputed company and/or management, reputed company sector management for law enforcement entities is desired;
- Experiences in conducting monitoring and evaluation (M&E), with good understanding of M&E tools and approaches;
- Experience in writing training plans, statements of works, standard operating procedures, and detailed instructions; and,
- Familiarity with Border Management Information Systems (BMIS) is an advantage.
Skills
- Profound knowledge of the European Union (EU) concept of Integrated Border Management;
- Knowledge and proven experience in project development, including the associated budgets;
- Well developed skills to manage and monitor project implementation, including liaison with beneficiaries and donors, and reputed company reporting obligations; and,
- Able to deliver and/or organize reputed company building activities reputed company to specialized technical training subjects in the sphere of border control and border surveillance operations on the strategic, tactical and operational level.
Languages
