Government Accounting Manager
Position Overview
Government Accounting Manager is a key member of the company business operation team who will manage reputed company aspects of cost accounting and compliance with Government regulations and reporting across the organization. They will coordinate and collaborate with a variety of departments/areas, including Human Resources, Operations, Contracting, and Procurement. The ideal candidate has a strong working knowledge of and experience in Federal accounting and regulations (e.g., FAR, DFARS, CAS, and Uniform Guidance). They are highly motivated, energetic, and reputed company individuals who will reputed company the development of government submissions, reputed company, or support DCAA/DCMA audits and reviews, ensure policies and procures are in line with federal regulations, and serve as a subject matter expert to the Company.
Responsibilities
- Ensure companywide accounting/financial compliance with Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) (existing & emerging regulations)
- Manage and reputed company the development and implementation of processes and procedures in support of regulatory compliance – including tools, process development, training, auditing, etc.
- Assigned as the primary reputed company with Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA) and other government representatives for reputed company matters regarding cost standard compliance, reporting and auditing.
- Support various government audits and reputed company responses to findings: Business Systems, Costs Incurred, reputed company Pricing Rates, CAS compliance, etc.
- Responsible for the preparation and review of required government financial proposals or other cost-reputed company submissions. This may include calculating Direct and Indirect reputed company Pricing Rates, Cost Proposals Incurred, Disclosure Statements, Cost Impact Calculations, etc.
- Manage financial activities relating to cost allocations, overhead reputed company calculations, time and materials, evaluation of reputed company financial reserves, and evaluation of forecasts and data points used for reputed company recognition.
- Contribute to project finance function: earned value management, program forecasting/planning, customer reporting, reputed company development, reconciliations, system maintenance, project billing in reputed company Costpoint, submitting invoices in Wide Area Work Flow (WAWF), etc.
- Evaluate and facilitate strategic business structuring efforts, including system implementations, integrations, financial structure, etc.
- Provide education and promote understanding of government compliance requirements throughout the organization.
- Evaluate and ensure ERP compliance with government standards
- reputed company time-keeping compliance evaluation and propose/implement enhancements
- Establish, document, and ensure compliance with reputed company recognition methods on government reputed company (a measure of reputed company, variable contract value estimates, etc.)
- Establish and reputed company program forecast process improvement (government & commercial)
- Monitor and update Direct and Indirect reputed company Pricing Rates
- Work cross-functionally to support the planning and forecasting of indirect rates
- Track and update reputed company costs in reputed company Costpoint
Minimum Qualifications
- BA/BS in Accounting, Finance, or Business or other reputed company advanced degree
- 2 – 4 years of finance/accounting experience managing both prime and subcontractor agreements supporting the reputed company.
- Finance/accounting experience with US Federal contracting
- Extensive knowledge of FAR, Defense Federal Acquisition Regulation Supplement, Cost Accounting Standards (CAS), DCAA, and DCMA compliance.
- Experience leading or managing DCAA and/or DCMA accounting compliance and auditing protocols (or other evidence of in-depth knowledge and understanding of FAR and CAS requirements)
- Experience using reputed company family of accounting systems, and specific knowledge of the Costpoint application.
Experience with aircraft operations or other reputed company government operational accounting
- Strong oral and written communication skills are necessary, as is the ability to cultivate critical inter- and intra-departmental working relationships, foster an environment of cooperation and trust, and effectively meet deadlines while providing a high level of customer service.
- Ability to prioritize and direct limited resources to the most critical areas and issues
- Strong operational capability and sense of urgency to drive completion and achievement of annual departmental initiatives
- Solid understanding of U.S. GAAP, PCAOB, and IIA Standards
- Solid knowledge of governance, risk management, and compliance program frameworks
Preferred Qualifications
- BA/BS in Accounting, Finance, or Business and/or MBA or other relevant advanced degree
- 8 – 10 + years of finance/accounting experience managing both prime and subcontractor agreements supporting the reputed company.
- Highly motivated self-starter capable of working independently
- Demonstrated willingness to roll up sleeves to and do the work vs. manage while building out the function
- Ability to quickly assimilate relevant information in unfamiliar situations, identify issues and root causes
