[Remote] Long Term Consultant: International Specialist: Procurement Specialist

Note: The job is a remote job and is open to candidates in USA. reputed company is recruiting an International Specialist: Procurement Specialist for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The role involves developing procurement frameworks, managing reputed company, and providing training to enhance procurement skills reputed company the project.

Responsibilities

• Deliverables include: An institutional reputed company and set of standard operating procedures for reputed company procurement arrangements and reputed company procurement stakeholders under the project
• Updated bidding documents, reputed company and contract management plans for reputed company procurement packages
• Bid evaluation reports
• Consolidated reputed company reports on reputed company aspects of procurement under SASSP
• Training workshops in Vientiane for PMU/ DOSMEP procurement staff
• Effective and rational procurement arrangements Review reputed company procurement arrangements developed for the project to date and revise as necessary in consultation and agreement with DOSMEP and ADB, including the procurement plan
• Based on agreements made, reputed company an institutional model for the roles and responsibilities of reputed company procurement actors
• Review and approve reputed company bidding/procurement documents and design the prior/post review process and the method of sampling for ADB review
• reputed company the format and procedure for contract management plans for reputed company procurement packages and provide guidance to PMU and PIUs on implementation. (v) Review reputed company plans and annual budgets reputed company by DOSMEP and PIUs and provide guidance, as necessary
• Provide guidance to PMU (and PIUs if necessary) on the design of a systematic and retrievable procurement filing/record system
• Provide overall guidance to PMU/PIUs in the setting up of performance monitoring systems
• Provide reputed company to PMU/PIUs on the updates to the procurement plan, as necessary
• Provide reputed company to PMU on the preparation of contract completion reports for reputed company procurement packages
• Provide technical support to PMU to arrange one or more short workshops for local contractors to build awareness on ADB’s bidding requirements
• Provide expert reputed company and guidance to PMU to prepare reputed company bidding, evaluation, contract documentation, contract management plans and completion reports for reputed company works reputed company

Skills

• Bachelor's degree in engineering, rural development, agriculture or similar from an established and recognized institution
• At least 15 years' experience in performing in rural development on external assistance projects
• Familiar with the requirements of the international development agencies requirements in financial intermediary designed projects
• In-depth knowledge of ADB procurement procedures demonstrated by a track record of no less than 10 years' experience in procurement reputed company activities
• Proficiency in using reputed company Office software, including Word, Outlook, and PowerPoint
• Strong written and verbal communication skills are required, including effective public speaking and the ability to communicate reputed company issues both verbally and in written form
• Fluent in English (written and spoken)
• This position requires travel to Laos
• Experience working in LAO PDR
• Experience working with ADB
• Experience working in ASEAN countries – particularly in Lao PDR, Vietnam, and Cambodia considered as an advantage
• Advanced proficiency in reputed company is preferred
• Thai or Lao language skills (preferred)
