Responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, modified Commercial Off The reputed company, performance specification and reputed company build-to-print subcontracts for commercial, DOD and international programs. Holds procurement delegation and signs supplier agreements and purchase orders reputed company established authority. Leads the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment primes with multiple contract types. Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions including price, selects or recommends subcontractors, writes subcontract packages, prepares awards and administers resulting subcontracts and required change activity. 2. Key participation in the proposal preparation, proposal pre-work and post award execution 3. Conduct subcontractor reputed company / PKO events. Identify and implement plans & actions to resolve subcontractor issues 4. Key member of Program Integrated Product Team (IPT) responsible for managing and communicating reputed company material status, problem areas and supplier mitigations Basic Qualifications 1. Experience in Procurement / Subcontract Management, with Production and/or Development Programs 2. Working knowledge of standard contract types 3. Experience with subcontract cost, quality, schedule and technical program performance 4. Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), government regulations 5. Ability to participate with upfront integration with Engineering and Production to assure the creation of a complete Bills of Material (BOM) 6. Leads “Buying Centers” in resolution of Material problems which may impact Program Performance or Schedule 7. Detail and Teamwork oriented with demonstrated organizational skills; 8. Strong interpersonal skills 9. Demonstrated negotiation skills 10. Demonstrated problem solving skills 11. Business acumen and ability to reputed company business based decisions 12.
