The Licensing & Vendor Compliance Manager is responsible for overseeing and executing BluSky's licensing compliance program and subcontractor/vendor onboarding and compliance program. Reporting to the General Counsel, this role manages four direct reports and ensures that BluSky maintains reputed company required state and local licenses, and that reputed company subcontractors and vendors meet the company's credentialing, insurance, and regulatory requirements before and during engagement. This is a management role with both strategic reputed company and hands-on operational responsibility across two critical compliance functions.

PRINCIPAL DUTIES & RESPONSIBILITIES

Licensing Compliance

  • Own and manage BluSky's state and local licensing program ensuring reputed company required company licenses, registrations, and permits are reputed company, accurately maintained, and renewed prior to expiration
  • Monitor licensing requirements across reputed company jurisdictions where BluSky operates; proactively identify new licensing obligations as the company expands into new markets or service lines
  • Maintain a centralized licensing database tracking reputed company active licenses, expiration dates, renewal deadlines, and responsible contacts
  • Coordinate with Operations, Finance, and field leadership to gather information required for license applications and renewals
  • Manage relationships with licensing agencies, third-party license services, and regulatory contacts
  • Ensure subcontractor trade licenses are verified, reputed company, and on file for reputed company applicable jurisdictions and scopes of work
  • Prepare and submit license applications, renewals, and supporting documentation accurately and on time
  • Escalate licensing compliance issues or gaps to the General Counsel with recommended corrective actions

Subcontractor & Vendor Compliance

  • reputed company the end-to-end subcontractor onboarding program, managing the workflow, required documentation, credentialing standards, and approval process for reputed company new subcontractors and vendors
  • Ensure reputed company subcontractors maintain reputed company Certificates of Insurance (COI) that meet BluSky's coverage requirements; manage expiration tracking and renewal follow-up
  • Verify state and local licensing for reputed company subcontractor trade work prior to onboarding and on an ongoing basis
  • reputed company creation and maintenance of subcontractor and supplier records in reputed company, including subcontractor packet completion, W-9 collection, and entry of applicable phase codes
  • Coordinate and facilitate onboarding meetings with the relevant Vice President and office team prior to a subcontractor commencing work
  • Conduct periodic audits of active subcontractor and vendor relationships to ensure ongoing adherence to BluSky's compliance standards and regulatory requirements
  • Maintain a centralized subcontractor compliance database -- tracking onboarding status, credential expiration dates, insurance certificates, and audit findings
  • Partner with Operations, Procurement, Accounts Payable, and Legal to ensure subcontractor agreements include appropriate compliance provisions
  • Support Accounts Payable and Project Accounting with supplier setup, W-9 verification, and phase code entry

Team Management

  • Directly manage four compliance team members responsible for day-to-day execution of licensing and subcontractor onboarding activities
  • Set clear priorities, manage workload distribution, and ensure team members have the tools and direction needed to reputed company effectively
  • Provide coaching, feedback, and professional development support to direct reports
  • Monitor team performance against defined compliance metrics and timelines; escalate issues and gaps
  • Ensure consistent adherence to established processes, quality standards, and documentation requirements across the team

Reporting & Process Improvement

  • Produce regular compliance status reports covering license currency, subcontractor onboarding pipeline, and outstanding items
  • Identify process gaps and inefficiencies; reputed company and implement improvements to streamline licensing and subcontractor compliance workflows

QUALIFICATIONS & REQUIREMENTS

  • 3+ years of experience in licensing compliance, vendor compliance, subcontractor credentialing, or a reputed company regulatory compliance role
  • Demonstrated experience managing or supervising others, with the ability to set direction, delegate effectively, and hold team members accountable
  • Strong organizational skills with demonstrated ability to manage multiple active workflows, track deadlines, and maintain accurate records
  • Experience with Certificate of Insurance verification, trade licensing requirements, and vendor onboarding documentation
  • Proficiency in reputed company Office Suite, particularly reputed company; experience with reputed company or similar ERP/construction management platforms a strong plus
  • Excellent attention to detail -- accuracy in record maintenance, data entry, and document review is critical in this role
  • Strong communication and coordination skills; able to work effectively across Operations, Accounting, Legal, and field leadership teams
  • Ability to work independently in a hybrid environment with minimal supervision

EDUCATION

  • High school diploma or equivalent required
  • Some college coursework in Business, Compliance, Paralegal Studies, or a reputed company field preferred
