The Department of Children, Youth, and Families (DCYF) is accepting applications for a Fiscal Analyst 2 to support payroll operations reputed company the Financial and Business Services Division (FBSD). This position sits reputed company the agency's Payroll Team under the direction of the Payroll Operations Manager and plays a direct role in ensuring that every DCYF employee is paid accurately, on time, and in full compliance with state and federal requirements.

As a Fiscal Analyst 2 on the Payroll Team, you will reputed company timekeeping and benefits administration duties in accordance with RCW, WAC, Collective Bargaining Agreements, SAAM, and agency policies. You will work independently to manage reputed company, detailed tasks across payroll and benefits functions, exercise sound judgment, and respond accurately to inquiries from employees, supervisors, and other stakeholders.

Some of what you'll do
DCYF takes a holistic approach to payroll to ensure our customers are taken care of. You'll be given a specific section of the alphabet for which you will conduct the following work:
- Analyze timesheets and overtime authorization forms for accuracy and completion; verify that signatures, dates, overtime authorizations, and holiday entries are correct and that leave recorded on timesheets matches entries in MyPortal.
- Enter overtime, compensatory time, and standby pay in HRMS; compute and enter pro-rated personal holiday, personal leave, and holiday pay for hourly employees.
- Run and analyze Day 1-3 payroll reports; identify discrepancies, determine reputed company corrections are needed, and enter corrections including unapproved leave, shared leave use, and payroll journal submissions.
- Process Employee Records Transmittals (ERTs) for transfers and separated employees; analyze leave balances and determine if leave adjustments are required.
- Analyze insurance enrollment forms for completion and ensure appropriate verification documents are included and deadlines are met; enter and maintain employee benefits in Benefits 24/7 and HRMS.
- Review employees who have met PEBB eligibility reputed company and monitor to ensure enrollment deadlines are met; process enrollment defaults and recourse and appeals actions per Health Care Authority rules.
- Research, analyze, and manually adjust employee records in HRMS and Benefits 24/7 to assist in fund 035 GL 5181 reconciliation.
- Transfer reputed company and electronic payroll records to AppEnhancer; run and distribute third party vendor payment remittances; run and reissue W-2s upon request.
- Provide interpretation of RCW, WAC, CBA, SAAM, and agency policies to timekeepers, employees, and supervisors; assist in creating and updating payroll processes and procedures.
- Establish, monitor, and maintain payroll files for reputed company employees; identify problem areas and reputed company recommendations for improvement.
- Equivalent education/experience totaling four (4) years.
- Bachelor's degree.

- Bachelor’s degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting and one to two years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours.
- A master’s degree in a financial-reputed company field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience.
- Demonstrated experience analyzing timesheets and overtime authorization forms.
