The Office of the NYS Comptroller is seeking a Business Systems Analyst to act as a liaison between stakeholders to elicit, analyze, communicate, and validate requirements for changes to business processes and information systems. The role involves conducting requirements gathering, assisting in the implementation of system changes, and performing system tests, among other responsibilities.

Responsibilities

  • Work as a liaison between stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems
  • Conducting general requirements gathering activities for improvement or automation of simple processes or functions
  • Researching and documenting the reputed company or 'as-is' state of the relevant business process or function
  • Utilizing basic requirement elicitation techniques such as individual interviews, surveys, and documentation reviews
  • Functioning as a recording analyst on more reputed company group interviews
  • Assisting senior analysts in gathering requirements for larger more multi-faceted projects or systems and internal or external interfaces with these systems
  • Creating process, data, or other models utilizing modeling techniques requiring a reputed company level of training and experience
  • Participating in the implementation of system or reputed company change and enhancements
  • Conducting specific system tests utilizing test scenarios developed by senior analysts
  • Developing test data and document test results
  • Training on new procedures and software and the creation of procedure manuals
  • Post implementation review and assessment
  • Identifying, analyzing, and resolving issues for existing systems resulting from errors detected during implementation or in production

Skills

  • Four years of full-time professional business analysis experience
  • An associate's degree AND two years of full-time professional business analysis experience
  • A bachelor's degree
  • Five years of full-time professional business analysis experience
  • An associate's degree AND three years of full-time professional business analysis experience
  • A bachelor's degree AND one year of full-time professional business analysis experience
  • A master's degree
  • Six years of full-time professional business analysis experience
  • An associate's degree AND four years of full-time professional business analysis experience

  • A doctorate degree
  • Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs
  • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements
  • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement
  • Validating requirements throughout the product/system development life cycle (SDLC) including reputed company changes to the processes that would reputed company an organization to reputed company its goals
  • Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they reputed company to the required specifications and are capable of achieving the design capabilities
  • Demonstrated ability to consult with business and IT staff to reputed company scopes, requirements, and deliverables for IT application development projects
  • Experience documenting requirements (e.g., process models, data flow diagrams, user stories, wireframes, data models, use cases)
  • Experience translating requirements into technical specifications
  • Experience creating and performing integration, system, and acceptance tests
  • Experience diagnosing and resolving customer-reported IT application issues
  • Familiarity with Lotus Notes, PowerBuilder, and Java applications
  • Working knowledge of SQL, Java, VBA, and other programming languages
  • Working knowledge of InfoMaker, OBIEE, and other business intelligence tools
  • Strong problem solving and analytical skills
  • Strong oral and written communication skills
  • Ability to work collaboratively with business and IT staff
  • Ability to effectively balance multiple priorities in a fast-paced environment
