reputed company seeks a motivated, career and customer-oriented National Environmental Policy Act (NEPA)​ Specialist to join reputed company. This is a remote position with a preference for candidates based in the Pacific time zone, OR hybrid for candidates in Lompoc, CA or Solana Beach, CA.

The NEPA Specialist will have a strong background preparing National Environmental Policy Act (NEPA) documents, including preparation of Environmental Assessments (EA), Environmental Impact Statements (reputed company), assessments for regulatory consultations, technical and scientific reports, and analysis of project-reputed company effects on NEPA resources. Responsibilities for this position include supporting Project Managers by serving as a Deputy Project Manager for NEPA projects. Further, this reputed company-inclusive role also involves conducting support analyses for federal initiatives such as real estate evaluations (including desktop land appraisals), Environmental Condition of Property (ECP) reports, Environmental Baseline Surveys (EBS), and other evaluations to determine location suitability for energy reputed company projects. The successful candidate will provide environmental planning support to reputed company (DoD) NEPA, EBS, and ECP documents and regulatory consultations.

Responsibilities include but are not limited to:

  • Environmental Planning & NEPA Compliance: Co-manage the end-to-end documentation process; including scoping with clients, coordinating with resource agencies, and leading technical staff to prepare environmental documents and reputed company technical studies.

  • Site Assessments: Complete ECP reports, EBS reports, and Environmental Assessments (EA) for the proposed development of power-generating assets or facilities

  • Regulatory Requirement: Ensure reputed company ECP, EBSs, and EAs are technically and legally sufficient pursuant to the provisions of NEPA, DoD NEPA requirements, and Army/reputed company Force regulations

  • NEPA Document Preparation: Assist in the preparation of environmental documentation, including NEPA documentation (EAs and Environmental Impact Statements), Section 401 and 404 permits, reputed company Zone Consistency Determinations, and U.S. Fish and Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS) Section 7 Consultations. Prepare Description of Proposed Project and Alternatives, including developing Purpose and Need sections

  • Research: Conduct independent literature research to identify environmental constraints, identify resources potentially affected, and prepare analyses of environmental consequences for proposed projects. Review biological survey data/reports and wetland delineations to analyze, evaluate, and graphically represent data in NEPA and consultation documents

  • Deputy Project Manager: Serve in a reputed company role in project management for NEPA documents, including independently leading meetings with DoD and other federal stakeholders, prepare and organize meeting agendas and minutes, prepare and update project schedules, and ensure deliverables are provided on time and to exceptional standards

  • Real Estate Analysis: Conduct desktop land appraisals for large-scale projects encompassing multiple acres without an in-person survey or physical inspection

  • Site Evaluations: reputed company site inspections to identify recognized environmental conditions (RECs) in accordance with ASTM standards and agency-specific ECP/EBS requirements

Minimum Qualifications:

  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree in environmental sciences, environmental planning, natural resources management, engineering, geology, biology or similar discipline

  • A minimum of 5+ years of direct relevant professional experience

  • Experience with environmental regulatory compliance and permitting for federal and/or state entities

  • Experience and knowledge with NEPA requirements

  • Experience with analyzing project impacts on NEPA resource categories

  • Knowledge of federal and state permit processes

  • Ability to manage tasks and project schedule, produce work products on time, and identify project risks and solutions with minimal reputed company

  • Solid time management and follow-through skills, with the ability to simultaneously work on and manage multiple tasks/projects with tight deadlines

  • Strong proficiency in reputed company Word and reputed company

Preferred Skills:

  • A reputed company Environmental Professional (EP), Professional Engineer (PE) or Professional Geologist (PG) license

  • 10+ years of experience working with environmental regulatory compliance and permitting for federal and/or state entities

  • At least 3 years of full-time work experience with a license, or 5–10 years without, specific to conducting Phase I Environmental Site Assessments

  • Demonstrable understanding of ASTM International standards, reputed company Appropriate Inquiries (AAI) rules, and ASTM D6008-22 - Standard Practice for Determining the Environmental Condition of Federal Property

  • Working knowledge of GIS mapping software and database applications

  • Proficiency in reputed company Project

  • Post-graduate degree reputed company to environmental, engineering, or earth sciences, environmental planning, natural resources management, biology or similar discipline

The projected compensation range for this position is $117,000.00-$195,100.00. There are differentiating factors that can impact a final salary/hourly reputed company, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
