Senior Contracts Administrator US Requisition ID: 1551 Job Title: Senior Contracts Administrator Position Number: SCA 002 Location: Remote Worksite: Remote Travel: Approximately 10% Status: Temporary hourly on-call Clearance: Secret Job Summary: The Senior Contracts Administrator is responsible for the oversight and administration of a variety of contracts to include Firm-Fixed Price (FFP), Cost-Plus (CP), Time and Materials (T&M), Indefinite Delivery - Indefinite Quantity (IDIQ), and negotiates Non-Disclosure Agreements and Teaming Agreements. The Contracts Administrator assists in leading and managing the activities of all contracts, subcontracts, and purchase orders in accordance with Federal Acquisition Regulations (FAR), Uniform Commercial Code (UCC), Truth in Negotiations Act (TINA), Cost Accounting Standards (CAS), etc. The Contracts Administrator participates in proposal review, preparation and pricing; performs contract review and acceptance; and assists in solving challenges related to risk, profit, special contractual provisions, customer expectations, etc. The successful candidate demonstrates strong interpersonal skills, exceptional written and oral communication skills; strong analytical skills with careful attention to detail; strong customer relations and team participation skills; and is pro-active and decisive. This position reports to the Director of Business Development, Marketing and Contracts. Duties and Responsibilities:

  • Represent the organization as the primary point-of-contact on assigned prime contracts and subcontracts, interact with Program Managers, Project Control and other internal personnel as well as Government customers and subcontractor personnel.
  • Prepare and deliver presentations and reports as required.
  • Maintain Subject Matter Expertise to support management, professional and technical program staff on contractual rights and obligations and interpretation of terms and conditions.
  • Identify potential problems and risks with contracts and responds to a variety of complex inquiries while providing leadership and innovative solutions.
  • Monitor contract compliance on all assigned contracts to include insurance, deliverables, Federal Representation and Certifications, and Organizational Conflict of Interest (OCI)/Personal Conflict of Interest (PCI).
  • Review, interpret, recommend and negotiate terms and conditions for contracts and subcontracts in accordance with federal procurement regulations and established corporate policies and procedures.
  • Develop and maintain discreet Administrative Contract Briefs for each awarded contract.
  • Participate in the negotiation of non-disclosure agreements, teaming agreements, subcontracts and contracts.
  • Prepare and administer subcontracts to include negotiating terms, managing subcontractor commitments, and issuing contract modifications.
  • Lead the development of bid pricing, incorporating input from capture team members. Deliverables include basis of estimate, completion of proposal pricing templates, cost narratives, and any additional cost/price documentation in support of proposal submissions.
  • Review bids, pricing information, purchase orders and proposals to ensure compliance with customer requirements and corporate policy.
  • Compare bids from vendors and assist with determination to whom contracts will be awarded.
  • Evaluate vendor proposals to ensure all requirements are met.
  • Evaluate competence of vendors and review invoices for accuracy.
  • Maintain database documenting vendors’ performance and quality of product(s).
  • Confirm terms and delivery dates are accurate.
  • Maintain a working knowledge of FAR and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Understand and apply export classification and foreign restrictions with regard to international travel and controlled data on behalf of applicable government programs/ customers.
  • Participate in various projects related to general contract management and compliance.
  • Maintain, analyze, update and develop various electronic and hardcopy records.

Education & Training:

  • A minimum of seven years of experience in contract management.
  • Bachelor’s degree in Business Administration, Accounting, or related field required;
  • National Contract Management Association Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM) or equivalent certification, preferred.
  • Ability to pass pre-employment (and random drug) screens and background investigation.
  • Ability to travel approximately 10% and flex work schedule as needed.

Knowledge & Experience:

  • Experience managing all contracts and subcontract types; this includes Cost Plus (CP), Time & Materials (T&M), FFP type contracts, IDIQ, and hybrid structured contracts.
  • Working knowledge and competence in DoD contract lifecycles and the concepts, principals and standard practices of contract administration supporting government/commercial/international contracts and subcontracts.
  • Working knowledge of FAR, DFARs, Cost Accounting Standards (CAS) regulations, Fair Labor Standards Act (FLSA), Service Contract Act (SCA), Request for Equitable Adjustments and their impact on contract administration and business decisions; experience with various contract types to include CPFF, IDIQ, T&M and FFP.
  • Working knowledge of Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) regulations, as applicable.
