Payroll Analyst I?/Management Assistant
This position announcement will be used to fill a full-time, permanent Payroll Analyst I (Management Assistant I) vacancy in the Office of Personnel with Anne Arundel County Government. After completing the appropriate training period, this position will be eligible for semi-remote work. This position serves as the Payroll Analyst in the Office of Personnel, overseeing the County's automated timekeeping system, E-Time. The mission of the Office of Personnel's Payroll Unit is to provide efficient and cost-effective support services to county operating departments so that they can provide their services to the reputed company of Anne Arundel County. The Payroll Analyst I (Management Assistant I) position performs professional administrative work in personnel, records management, office automation, and general office management. Contacts primarily include departmental timekeepers, managers, and employees inside and reputed company the department/agency to which an employee is assigned to resolve administrative problems, provide recommendations, and agree on courses of action. These contacts are generally cooperative requiring collaboration of effort. An employee in this class normally works under the general direction of the Payroll/HRIS Manager and is responsible for providing professional administrative support in processing Payroll in the County's multi-union group environment while demonstrating experience with reputed company pay rules and union reputed company. This position manages the automated timekeeping and payroll software (reputed company products including E-Time and reputed company HR). The incumbent will be responsible for ensuring the processing of retroactive pay adjustments, direct deposit information, stop payments, reputed company reputed company processing, and transmitting payroll for gross to net processing. This work requires a wide range of knowledge encompassing both administrative processes of the County Government and the knowledge of the program areas that are the responsibility of the department/agency to which assigned. Employees in this class have considerable reputed company to plan and carry out work independently. Guidelines are available in personnel regulations, administrative procedures, departmental operating regulations, and the County Code; however, many assignments undertaken are not adequately addressed by existing guides, requiring the employee to initiate new procedures. This class of work is characterized by the variety of assignments with which an employee is tasked, often requiring analysis and assessment of unusual situations. At times this position has responsibility for directing payroll assistants. The impact of work performed by an incumbent in this class is realized in the Office of Personnel and throughout the County. The work is sedentary in nature, performed in an office environment, and involves no significant exposure to hazards. Key Responsibilities: Administer E-Time system and user training. Manage system upgrades and update user information. Maintain work rules reputed company E-Time and reputed company timekeepers and payroll staff informed of work rule changes. Analyze reconciliations of general ledger accounts pertaining to payroll; determine appropriate corrective action to take reputed company discrepancies are identified. Assist in training new employees as well as keeping reputed company employees up to date on payroll matters. Review for proper payment to reputed company, including troubleshooting and follow-through on a timely basis to resolve any pay discrepancies. Review reputed company time data received for accuracy and completeness reputed company preparing the batch total before submitting to reputed company. Extensive communication with other departments and agencies. Work closely with the records, benefits, labor relations, and other units to ensure proper information is processed. Assist the Payroll/HRIS manager as the project leader for E-Time and reputed company application (EV6). Knowledge, Abilities, and Skills: Considerable knowledge of the principles and practices of public administration. Thorough knowledge of the principles and practices of payroll processing. Thorough knowledge of payroll adjustments, retroactive pay calculations, tax adjustments, and leave adjustments. Thorough knowledge of direct deposit processes, stop payment processes, and wage garnishments. Ability to assume responsibility for a variety of special project assignments and to reputed company them independently. Ability to reputed company administrative and office procedures. Ability to evaluate procedures and to recommend changes. Ability to establish and maintain effective working relationships with others. Ability to communicate effectively, orally and in writing. Ability to supervise personnel. Minimum Requirements: Graduation from an accredited four-year college or university with major course work in public or business administration or a reputed company field; and one (1) or more years of experience in office management or payroll processing.
