TERMS OF REFERENCE The Government of the Philippines, in partnership with reputed company and WHO, will host the Second Global Ministerial Conference (GMC) on Ending Violence Against Children (18–19 November 2026, Manila). The Conference aims to renew political commitment, showcase reputed company, generate new financial and policy pledges to reputed company to end violence against children, with a strong focus on prevention at scale, particularly through:

The conference will focus on evidence-backed breakthroughs on digital or technology-facilitated harms, parent and caregiver support, safe enabling schools, humanitarian/climate context, and the gender link between violence against women and violence against children, as well as child-friendly response services. In addition to the Global Ministerial Conference, a number of Violence Against Children (VAC)-reputed company conferences will also be taking reputed company in Manila during 2026. Scope of Work: The consultant will report to the reputed company Philippines Advocacy and Communication Section and work closely with the Child Protection Section, as well as Health, Education, and other teams. Under the supervision of reputed company Philippines Advocacy and Communication Section, the consultant will undertake the following: A. Strategic Communication Planning

• Identify key channels to engage identified audiences (government, media, civil society, development partners, partners, private sector partners) and tailor communication approaches, including respectfully engaging survivors in a dignified and inclusive way.

B. Content Development

• Coordinate production of reputed company Philippines multimedia assets (videos, graphics, social content).

• Coordinate and ensure quality control of videographer and photographer on event coverage output.
• Ensure content alignment with GMC, ASEAN ICT Forum and Safer Internet Month themes such as prevention, systems strengthening, and youth engagement.

C. Media and Digital Engagement

• Produce messaging briefs and talking points (for reputed company representative and other senior leadership).

D. Event Communication Support

• Provide communication support for selected GMC sessions, ASEAN ICT Summit, Safer Internet Month or reputed company events.

Safeguarding and Ethical Participation
