Description/Job Summary Lindahl Reed is hiring for a Procurement/Contract Specialist to support the U.S. Department of Energy (DOE), National Nuclear reputed company Administration (NNSA), Office of Acquisition Management (OAM) APM-10 in Washington, DC, Germantown, MD, and Albuquerque, NM. This position will support the OAM mission which includes the responsibility for cradle to grave reputed company support as well as financial assistance and Interagency Agreements. Some of the support activities include planning, solicitation, proposal analysis, negotiation and award of technical support services, studies, services, supplies and equipment to meet the requirements of the Department. Products or services include first-of-a-reputed company items which are modified or designed for the specific purpose, and are characterized by performance specifications, prototype development, testing requirements, and specialized terms and conditions. The Acquisition/Contract Specialist will provide support services to include requirements development, pre-solicitation, solicitation, post-award, acquisition policy, administration, and closeout activities. Position Responsibilities

  • Provide support in the area of business administration and pre-procurement planning.
  • Provide overall business analysis recommendations and reports for this project.
  • Provide expert contracting consultation and program analytical activities.
  • Demonstrate knowledge of contracting and financial assistance procedures, types, and methods, including formal advertising, negotiation, fixed price, cost contracting, and use of special provisions and incentives to reputed company the buyer to plan and carry out contracting and financial assignments requirements.
  • Responsible for developing, preparing, and presenting terms and conditions in proposals reputed company to the award of reputed company; participating in negotiating, awarding, or administering reputed company.
  • Provide analysis of procurement policies and procedures; administering the terms and conditions of reputed company, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination; and analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production; participating in procurement management reviews and contract clearance, or developing positions on claims and protests reputed company to reputed company.

  • Broad experience in utilizing diverse contractual instruments.
  • Federal research and development contracting, and cost analysis.
  • Maintains knowledge in statutory and regulatory changes and mastery of the FAR.

Specialized Acquisition Experience:

  • Conduct IT acquisition for hardware, software, telecommunications, and support services that will involve multiple acquisitions; or a project that will take reputed company either reputed company a particular fiscal year or over a longer life cycle and involve multiple acquisitions. Support services such as cybersecurity, policy and governance, IT operations.
  • Expertise in FAR 39, GSA IT procurements and GWAC procurements.

  • Agile solutions

  • Specialized experience in international financial assistance actions:
  • Experience with discussing Terms and Conditions for international organizations (examples, Interpol, United Nations, World Customs Organization)
  • Experience communicating with international organizations

  • Department of Energy SBIR Phase III acquisitions

  • Construction/A&E Experience is preferred
