GIS IT Project Manager of Land Management Software (LMS)

Need a qualified onsite IT Project Manager (PM) to lead the implementation of a new Land Management Software (LMS) system, which will support permitting, planning, inspections, zoning, and code compliance functions as well as other Departments and will interface with existing County technologies. Extensive experience in large-scale IT implementations, vendor coordination, regulatory environments, oversight and management of a land management systems, subject matter knowledge in development services to include Geographic Information Systems (GIS). Application requirements: detailed description of at least one (1) comparable project that is either ongoing or has been successfully completed. This project must demonstrate: a. Similarity in scope to the County’s Land Management Software (LMS) implementation b. End-to-end project management responsibilities including preimplementation, project planning, execution, go-live, and post-go-livesupport c. Coordination with multiple stakeholders and vendors d. Experience with pre-implementation and managing software integrations and regulatory requirements Three (3) references demonstrating successful completion of projects: a. Name of Client Company, contact names, addresses, e-mail address, and telephone/fax numbers, dollar amount of contracts and dates of service. b. Scope of Work, types of services performed and number of full-time staff provided. References must be from projects completed within the last ten (10) years and should highlight experience in public sector or government environments Experience: a. 10 years of IT project management experience, with at least 5 years in SaaS and enterprise software deployments. b. Demonstrated experience managing large-scale, public multidepartmental IT projects, preferably involving land management systems or related permitting, zoning, inspections, and code compliance functions. c. Familiarity with Florida Building Code, ULDC, and other regulatory requirements. d. Demonstrated ability to lead integrated teams, manage vendor deliverables, and coordinate with public-sector stakeholders.
