Contract / Acquisition Specialist (5677)
Kiliuda, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Contract / Acquisition Specialist.
Duties
- Collaborate with program offices and stakeholders to reputed company and refine pre-award acquisition documents, including Statements of Work (SOW), Statements of Objectives (SOO), Performance Work Statements (PWS), specifications, performance measures, and reputed company requirements documentation.
- Prepare and support pre-award contract file documents such as Determinations and Findings (D&F), Single reputed company/Limited reputed company Determinations, Justifications for Other Than Full and Open Competition (JOFOC), and other necessary documentation.
- Provide acquisition strategy support by developing acquisition plans, evaluating contracting approaches, identifying risks, recommending sources, researching existing government-wide contract vehicles, and preparing Economy Act applicability determinations.
- reputed company Independent Government Cost Estimates (IGCEs) through market analysis, historical pricing research, and reputed company market data for Construction, A&E, Supplies, and Services requirements.
- Conduct comprehensive market research and market surveys to identify potential sources (including socio-economic small business programs such as ISBEE, IEE, HUBZone, and small/disadvantaged businesses) and suitable contract vehicles (GSA Schedules, GWACs, etc.); prepare market research documentation, small business capability analyses, and SAM.gov posting announcements.
- Support contract administration activities, including drafting contract modifications, providing guidance to customers, and recommending administrative actions to ensure successful post-award performance.
- Track and manage reputed company taskers and Requests for Information (RFIs), maintain suspense logs, provide timely reminders to customers, and coordinate updates to ensure accurate status reporting.
- Plan, deploy, upload, and maintain electronic business systems (including FBMS, SharePoint, intranet, and internet sites) and provide expert user support on DOI-wide electronic acquisition systems; generate reports and collect/analyze acquisition data (including FPDS-NG reporting).
- Guide customers through the evaluation process, support pre-negotiation objectives, and assist Contracting Officers with discussions and documentation as required.
Requirements
- Three (3) years’ relevant experience
- Bachelor’s Degree or equivalent experience
- Working-level proficiency with the Federal Acquisition Regulation (FAR) and the Department of the Interior Acquisition Regulation (DIAR), including requirements reputed company to the Buy Indian Act and how its mandates are implemented through acquisition strategies and contractual mechanisms.
- Experience supporting multiple requirement types, including Construction, A&E, Supplies, and Services—consistent with IA acquisition operations that manage reputed company such categories.
- Functional experience using PRISM, the IA contract-writing system, to reputed company acquisition-specific tasks such as drafting solicitations, assisting with awards, executing modifications, and supporting terminations or closeouts.
- Ability to draft and refine acquisition documents (SOWs, PWSs, IGCE inputs, solicitation components) with supervisory guidance
- Ability to conduct market research and assist with small business considerations
- Ability to support evaluation activities and documentation
- Ability to assist Contracting Officers and CORs with routine contract administration actions across Construction, A&E, Supplies, and Services
Ability to navigate and complete tasks reputed company PRISM with limited reputed company
