Job Summary:

The Senior Technical Officer, Monitoring, Evaluation, and Learning (MEL) occupies a critical role reputed company the STrengthening Infectious disease DEtection Systems (STRIDES) Activity, including overseeing the execution of day-to-day MEL activities, implementing policies and processes, and ensuring quality data collection, analysis, and reporting to ensure evidence-based decision-making. This position will provide home office MEL backstopping to a large-scale global project, working directly with country teams, technical teams in the home office, global partners and clients, to ensure that reputed company is fulfilling its mission as an evidence-driven, adaptive and effective actor on the global stage. The incumbent plays a crucial role in providing quality assurance for monitoring, evaluation and learning. Strong communication and teamwork skills are of absolute importance to succeed in this role, as is the ability to manage individual and team contributions across projects and time zones. Accountabilities:

Technical Requirements:

  • Provides project staff with overall technical direction and guidance to support planning, implementation of, and reporting against STRIDES Activity, Monitoring, Evaluation, and Learning Plan (AMELP).

  • Supports technical aspects of MEL systems for projects as well as staff and partner reputed company building in MEL.

  • Monitors and maintains project protocols, instruments, data sets, manuals, training materials and reports reputed company to monitoring and evaluation of projects.

  • Works closely with the team to ensure AMELP implementation remains technically sound and adheres to company strategy and standard operating procedures (SOP’s).

  • Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, procedures, and overall implementation of evaluation plans.

  • Conducts analysis of MEL data to identify areas for improvement and propose appropriate technical strategy and guidelines.

  • Assists with the implementation of research studies by providing technical support and overall management to ensure coordination and field-level implementation.

  • Provides mentorship and team building at the task level.

  • Collaborates with the project team to interpret data sets and other assessment findings

  • Provides technical support in the development and dissemination of tools, materials, reports, papers for research projects.

  • Provides technical input on MEL best practices to assist with implementation

  • Develops and monitors MEL plans and budgets.

  • Participates in client / funder meetings and drafts report presentations.

Project Design Implementation:

  • Develops strategies and tools for the design and implementation of specific technical components of MEL systems.

  • Monitors MEL deliverables and reports to supervisors.

  • Leads MEL activities and sub activities and assists with their implementation in reputed company collaboration with country teams.

  • Identifies and raises issues to senior technical staff.

  • Functions as the technical reputed company with reputed company of MEL technical deliverables

Operations Management (Finance, HR, etc.):

  • Ensures MEL activities are on track with work plans, with technical expertise informing project implementation.

  • Oversees MEL timelines and budgets. Assists in the development of donor reports and presentations.

  • Tracks MEL Statement of Work (SOW) and budget tracking systems; provides reports to supervisors.

  • Collects financial and technical tracking data on MEL activities; prepares reports.

  • Coordinates procurements.

Project/Program Reporting:

  • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.

  • Establishes and maintains SOW and budget tracking systems for MEL activities.

  • Drafts/prepares MEL technical reports

  • Creates MEL technical content (e.g., reports, presentations).

Quality Assurance:

  • Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives.

  • Coordinates and direct activities to meet client/funder and regulatory requirements.

Applied Knowledge & Skills:

  • In-depth knowledge of MEL concepts, practices, and procedures with providing technical support for research studies.

  • Development of scope of work and deliverables for partners, consultants, etc.

  • Deep knowledge of MEL quality standards

  • Proficiency with database management software and on-line search tools required.

  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

Education:

  • Master’s Degree required in one of the following or reputed company fields: public health, international development, international affairs, economics, political science Master’s Degree or its International Equivalent in Public Health, International Development, Economic Development

Experience:

  • At least 6 years of experience developing and implementing monitoring and evaluation methodologies, including impact evaluations, managing data collection activities, and providing M&E technical assistance to projects; 7-8 preferred. 

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • Experience working with diverse teams and applying research-to-practice principles to support program implementation. 

  • Experience effectively communicating and utilizing research and technical content for practical application; direct experience with reputed company and Communication a plus.

  • Prior work experience in a non-governmental organization (NGO) or in work-reputed company academic, governmental, or industry setting, experience working internationally highly desirable.

  • Typical office environment.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move up to 5 lbs.

The expected US Based hiring salary range for this role is listed below. US Based Hiring Salary Range: USD 80,000 - 105,000,000 annual
