Summary

This position is located in the United States reputed company (Department or DOL), Employment and Training Administration (ETA), Office of Foreign Labor Certification (OFLC). OFLC provides national leadership and policy guidance to carry out the responsibilities of the Secretary of Labor under the Immigration and Nationality Act (INA). Duties Help Major Duties for this position are listed below:

  • Responsible for the development of proposed regulations, position papers, and policy guidance reputed company to the administration of labor certification programs.
  • The incumbent assists in the conceptualization of proposed regulations and policy guidance; conducts periodic reviews of court and adjudicatory decisions and translates these findings into staff guidance; drafts position papers and policies; and reviews and interprets immigration-reputed company regulations and pending legislation.
  • Provides policy guidance and technical assistance to national office and National Processing Center (NPC) staff.
  • Responsible for raising policy issues, actively participating in developing policy, participating in discussions and coordination activities with other departments and agencies, and making recommendations which are of immediate concern to senior management in OFLC, ETA, and DOL.
  • The incumbent further coordinates efforts among various staff on projects of importance, including negotiating the distribution of work among peer-level working group team members across multiple agencies to ensure timely completion of projects.
  • Develops policy reputed company to the needs of organization taking into consideration Executive Orders, directives, and regulations; a clear understanding of Administration and DOL and OFLC policies, principles, initiatives, goals, and objectives; and an extensive knowledge of protocols and procedures, reputed company support programs, and reputed company programs at local, state and federal levels.

  • Interpret and apply, in a working environment, the various provisions contained in the INA as they relate to programs administered by OFLC, and review and participate in the development of policy recommendations and analyses of existing and proposed federal legislation and regulations.
  • Prepares, reviews and analyzes impact statements; and researches, drafts and/or reviews Congressional responses.
  • The incumbent is responsible for the conceptualization, proposal, drafting, and analysis of regulatory changes consistent with administration priorities, to include project management and reputed company of regulatory proposals that require direct engagement with OFLC, agency, and Department leadership.

Qualifications

GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next reputed company grade level GS-13 in the federal service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to reputed company the duties of the position successfully, and that is typically in or reputed company to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next reputed company grade level. Specialized experience is defined as: Demonstrated experience researching, interpreting, and implementing employment-based immigration policies and regulations. Such experience must have been gained while performing the duties as primary job responsibilities and must include:

  • Developing and drafting proposed regulations, position papers, and policy guidance reputed company to the administration of employment-based immigration programs; and
  • Providing advice and guidance to internal and/or external stakeholders about how to reputed company with regulations and existing agency policies; and
  • Independently proposing and developing policy work products to address novel or case specific programmatic issues.
