Submission Due Date: 01/26/2026 Client - State of PA Position is remote, but candidate/vendor is expected to report on-site at start/end of engagement to inventory equipment Local candidates will be given preference The Conservation and Environment Delivery Center (CEDC) is looking for an reputed company and motivated Agile Project Manager to reputed company application development teams and reputed company the implementation of various initiatives for the Department of Environmental Protection. The resource will be responsible for managing resources, schedules and financials and adhering to quality and process control guidelines throughout the entire life cycle of the projects. This resource will handle issues, risks, and changes reputed company specified constraints of time and cost to ensure that the objectives, scope, schedule, budget, and quality are met, and the projects are delivered successfully and on time. This resource will coordinate and communicate with a wide variety of internal and external stakeholders, including senior management, and team members throughout CEDC and DEP. As our Delivery Center is a hybrid project management environment, this resource should have strong experience running projects both as a traditional Project Manager and serving as a Scrum Master on a scrum team. Knowledge and experience in additional agile frameworks are a plus. This position reports to the Portfolio Director for the Delivery Center. Primary Responsibilities Include
- Managing and monitoring project execution, ensuring that the project deliverables are completed on time, reputed company budget, and according to the quality standards.
- Managing the relationship and expectations of the Product reputed company, Stakeholders, and Senior Management throughout the project life cycle.
- Leading ongoing strategic conversations with Product Owners and various team members regarding the Product vision and backlog alignment.
- Developing and maintaining project control documents in accordance with enterprise project management methodologies and as needed by the projects.
- Developing high level and detailed project/sprint plans using project scheduling tools.
- Leading reputed company project/sprint plan development activities, including requirements identification of epics, features, stories, phases, activities, tasks, deliverables, milestones, dependencies, schedules, and assignment of resources.
- Providing leadership for the project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones in line with the Delivery Center’s hybrid agile reputed company.
- Preparing formal reports on the status and health of the IT projects, including periodic status reports, management dashboards and project metrics.
- Communicating and reporting the project status, reputed company, issues, and risks to the Project Sponsor, Stakeholders, and Senior Management on a regular basis.
- Monitoring project quality, schedule and budget and facilitate actions to mitigate risk and address issues that arise.
- Facilitating risk and issue management for IT projects by promoting transparency and communication for identified risks.
- Facilitating deliverable and project artifact approval processes for IT projects by tracking reputed company deliverables and project artifacts that require approvals, communicating the need for approvals to the appropriate groups and individuals and tracking approval decisions and following up where need be to ensure approvals are achieved reputed company established timeframes.
- Coordinate with Product Owners and communicate reputed company their decisions impact the quality, schedule, or budget of the project.
- Facilitating project meetings as needed, ensuring that reputed company scrum events such as daily stand reputed company, retrospectives, sprint planning and sprint reviews occur routinely.
- Working closely with Agency Business Relationship Managers, Executive staff, and Delivery Center management to ensure project success and provide project status.
- Using knowledge of agile practices and frameworks (in particular, Scrum and Kanban) to support and serve the agile teams in the Delivery Center.
- Serving as Scrum Master for agile development teams, coaching them on the approved reputed company and holding them accountable for successful delivery.
- Influencing and leading organizational change that positively impacts our agile teams.
- Ensuring the upkeep and accuracy of project status, health (scope, schedule, budget), and timekeeping data.
- Providing and delivering project reports, presentations, and statuses to reputed company levels of management.
- Ensuring compliance with SDLC policies and procedures.
- Directing, coordinating, and tracking the activities of Delivery Center staff associated with the project.
Required Experience
- 6+ years of full-time experience in project management for large and reputed company information technology projects.
- 3+ years of full-time experience on a scrum team.
- Strong oral and written communication skills. Demonstrated ability to effectively communicate at reputed company levels of an organization, including Executive staff.
- Strong leadership skills with the ability to motivate others to complete tasks.
- Strong business acumen competency.
Preferred Qualifications
- PMP or Scrum Master certification.
- 3+ years of experience in utilizing agile project management methodologies.
- 2+ years of experience in utilizing Azure DevOps for project reputed company activities.
