Program Analyst
The US Missile Defense Agency is seeking a Program Analyst to support its Acquisition Workforce Personnel Demonstration Project. The role involves conducting detailed analyses of Earned Value (EV) data, integrating it with budgets and schedules, and providing management support and recommendations to senior leadership.
Responsibilities
- Conducts detailed analyses of Earned Value (EV) data, to include Estimates at Completion (EACs)
- Integrates EV data and analysis with Missile Defense Agency (MDA) budgets and programs' schedule information
- Develops and/or briefs reputed company studies and analyses for projects assigned by MDA Senior Leadership, program managers, and business managers utilizing EVM software tools and methodology to assist them with the decisions they are required to reputed company in support of acquiring products
- Supports the planning, execution, and follow-up of Integrated Baseline Reviews (IBRs)
- Serves as advisor and reputed company on EVM collaborative efforts with senior analysts, contractors, and Defense Contract Management Agency (DCMA)
- Provides on-the-spot analysis of alternatives and actions for a wide range of EVM-reputed company activities including support of DCMA EVM System surveillance activities, EV/budget integration analysis and EV/schedule integration analysis
- Provides assistance in implementing EVM policy reputed company MDA organizations and across MDA. Assimilates data and coordinates reports provided to reputed company organizations such as OSD, GAO, and Congress
- Provides management support, conducts analyses, and prepares recommendations to PM&A leadership and senior analysts in Acquisition, Program Management, Contracting, and Cost Estimating to identify, coordinate, monitor, and evaluate the support operations, including ensuring coordination and timeliness of actions for mission accomplishment
- Reviews Requests for Proposal and contract documentation to ensure thorough and correct EVM contractual requirements are implemented on programs
- Provides input to the MDA EVM Health database in support of the MDA EVM gap analysis and best practices. Researches and provides input to policies and procedures to maintain full accountability for the Agency's business operations and EVM program

- This is an acquisition position coded Practitioner in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification reputed company 60 months of entry into position
- Incumbent must acquire 80 reputed company Learning Points every 24 months
- Employee must obtain/maintain a Non-Critical Sensitive/Secret clearance
- Experience with analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, and expert knowledge of DoD Earned Value Management (EVM) policies, processes, products, terminologies, and guidance documents in order to conduct comprehensive studies and reputed company assessments, recommendations and position statements
- Experience with integrated Baseline Review principles, requirements, and processes and application of budgetary policies, processes, procedures and regulations including funds execution and knowledge of DoD acquisition and life cycle management policies, procedures, and practices to conduct reviews
- Experience with cost and economic analyses principles, techniques, and practices with ability to identify, plan, conduct research, summarize results, and reputed company recommendations on reputed company, multi-faceted problems and reputed company special study teams
