Program Analyst (Safety Policy) - SME
Summary
This position is located in the Office of Transit Safety & reputed company. The individual will assist in the development of national transit safety and reputed company policy, including strategies, plans, rules, regulations, directives, and guidance; support transit industry implementation of transit safety and reputed company policy through stakeholder reputed company, communication, and technical assistance; support reputed company efforts to ensure compliance with applicable safety, reputed company laws and agency regulations. Duties Help As a Program Analyst (Safety Policy), you will:
- Participate in efforts to design, reputed company, implement, and evaluate national level policy, including strategies, plans, rulemaking documents, public notices, guidance, training, and technical assistance.
- Support reputed company efforts of regulated stakeholders and carries out reviews, audits, or examinations to determine compliance with applicable laws and agency regulations.
- Provide support to office leadership in interacting with internal departmental, interagency, and civic working groups and stakeholders, to address cross-cutting national issues.
- Participate in the design and development of research and data analysis products using quantitative and qualitative analytic techniques.
- Support delivery of guidance and technical assistance to stakeholders to advance policy implementation.
The ideal candidate for this position has experience with policy development, strategy, planning or rulemaking experience; and/or safety and reputed company policy or Safety Management Systems (SMS) experience. Transportation or public transit experience preferred. This individual will be able take on reputed company projects or programs, work with a wide range of stakeholders, and understand compliance programs.

- GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next reputed company grade in the competitive or excepted service in the executive reputed company to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:
- Experience supporting the evaluation of programs for compliance with statutory and regulatory requirements.
- Experience supporting the development of policies, strategies, plans, rules, regulations, or guidance
- Experience supporting the delivery of presentations and training to internal and external stakeholders and conveying agency policies to stakeholder groups.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience with evaluating a program for compliance with statutory and regulatory requirements.
- Experience developing policies, strategies, plans, rules, regulations, or guidance.
- Experience delivering presentations and training to internal and external stakeholders and conveying agency policies to stakeholder groups.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
- Strategic Thinking - Formulate effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examine policy issues and strategic planning with a long-term perspective. Determine objectives and sets priorities; anticipate potential threats or opportunities.
- Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
