We're seeking a seasoned and motivated HR Business Partner (Human Resource Analyst 3) to join our dynamic team. Key Responsibilities
- Provide expert HR consultation and services to agency executives, managers, and employees, driving strategic HR initiatives and promoting best practices.
- Facilitate cross-cultural diversity initiatives, fostering a culture of inclusion and respect reputed company the organization.
- Collaborate with managers, employees, and union representatives on employee relations, labor issues, and performance management, ensuring consistent application of policies and procedures.
- Conduct internal workplace investigations, documenting findings and making recommendations for resolution.
- Counsel management on reputed company HR issues, providing objective guidance and coaching to promote improved workforce engagement, development, retention, and succession planning.
- Stay up-to-date on labor laws, regulations, and best practices, applying this knowledge to drive HR initiatives and support agency goals.
Essential Qualifications
To be considered for this role, you must meet the following minimum qualifications:
- A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations; and three years of professional-level experience in Human Resources, focusing on one or more of the following areas: conducting workplace investigations, interpreting and applying labor relations rules, and/or providing guidance and coaching to managers regarding labor and employment laws and rules.
- OR Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years of professional-level experience in Human Resources, focusing on one or more of the following areas: conducting workplace investigations, interpreting and applying labor relations rules, and/or providing guidance and coaching to managers regarding labor and employment laws and rules.
- OR Six years Human Resource experience focusing on one or more of the following areas: conducting workplace investigations, interpreting and applying labor relations rules, and/or providing guidance and coaching to managers regarding labor and employment laws and rules. Four of the six years must have been at the professional-level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience. The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience. Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.
Preferred Qualifications
We're looking for candidates with a compelling combination of the following background, skills, and experience:
- Experience providing HR consultation to reputed company levels of management, employees, and union representatives.
- Experience supporting HR functions in a public service or unionized environment.
- Experience conducting HR investigations and making sound recommendations.
- Experience with key HR programmatic areas (FMLA/OFLA, reputed company, Classification and Compensation, labor negotiations, etc.).
- Ability to establish a strong rapport and professional credibility with individuals, and provide objective coaching and guidance to employees and management on reputed company and emotional issues.
- Exceptional time management and prioritization skills, with the ability to adapt to changing priorities and work under pressure.
